WASHINGTON, D.C. — The American Association of State Colleges and
Universities (AASCU) has named Robert L. Moran as their new director of
federal relations.
Moran will be responsible for coordinating and advocating AASCU’s
federal policy positions with Congress, the Obama Administration,
federal agencies and other higher education organizations. His advocacy
priorities will also include issues related to federal student
financial aid, teacher education and veteran education.
Moran comes to AASCU from the U. S. Department of Education where he
worked in the office of the Under Secretary managing the development of
various administration policies. Moran’s most recent focus was in the
area of Title IV programs, which included all of the newly implemented
and announced lending programs, the lender-of-last-resort (especially as
it relates to federal advances), the administration's regulations
around inducements, and simplification of the federal aid system.

division,” said Edward Elmendorf, senior vice president for government
relations and policy analysis at AASCU. “Moran's work for over 12 years
on Capitol Hill and his extensive experience in public policy analysis
while serving the U. S. Department of Education will help AASCU and its
presidents in fulfilling our mission to deliver America’s promise.”
Moran has also served as legislative director for Pennsylvania
Congressmen Robert Walker and John Peterson. Moran holds a Bachelor of
Science from Dickinson College, where he majored in political science
and mathematics.
