Luis Armando González Placencia

Luis Armando González Placencia obtained his Bachelor’s in Psychology from Universidad Nacional Autónoma de México (UNAM), a Master’s in Sociology of Law from the International Institute for the Sociology of Law Oñati, Spain, and a Doctorate in Criminal Policy from Instituto Nacional de Ciencias Penales. He is a Full-Time Research Professor at Universidad Autónoma de Tlaxcala, where he teaches in the Doctorate of Law and the Interinstitutional Postgraduate Program in Human Rights.

From 2009 to 2013, he served as Ombudsman of Mexico City. From 2018 to 2022, he was President of Universidad Autónoma de Tlaxcala. In 2023, he was elected Executive Secretary General of the National Association of Universities and Higher Education Institutions.

He supervises doctoral students at Instituto Nacional de Ciencias Penales and is Guest Professor in Human Rights postgraduate programs at Universidad Iberoamericana, Universidad Marista de Mérida, FES Acatlán, UNAM and the Institute of Judicial Studies of the Federal Judiciary.

His research interests focus on human rights, with emphasis on criminal policy, economic, social, and cultural rights, as well as social inclusion. He has published numerous books, research reports, and more than fifty papers in national and foreign journals. He has delivered over a hundred lectures at national and international forums.

He currently serves as President of the Mexican Academy of Criminology; President of the Honorary Council of the Commission for the Defense and Promotion of Human Rights; Member of the Honorable Board of Directors of Universidad de Guanajuato; Member of the Academic Council of the Americas Chapter of the International Institute of Human Rights; Member of the Advisory Council of I(DH)EAS A.C., an organization dedicated to human rights litigation; and Member of the Advisory Assembly of the Institute for Security and Democracy.
